No person shall injure, destroy or deface any public building, sewer, water pipe, hydrant, lamppost or other village property or any tree, grass, shrub or walk in any public way. Any person who damages such property shall pay to the village the full amount of the cost of repair or restoration of the property so damaged, plus a minimum charge of ten percent of the amount for administrative and legal processing.
