Any cat which disturbs the peace and quiet of any neighborhood, or is found running at large, or is found abandoned in the village shall be deemed and considered to be a public nuisance. The police department shall, immediately upon impounding any such cat, register the color and sex of such cat, and if bearing an inoculation tag, the number of such tag shall be recorded. When any such cat shall be impounded, the police department shall take reasonable steps to give notice by mail or by telephone to the owner of such cat, informing such owner of the impounding of his cat.
