6-3-6: COLLECTION REQUIREMENTS:
   A.   Containers Required: Every person in possession of any premises in the village where persons reside shall provide for each family unit residing therein, and at all times maintain in good order and repair, a sufficient number of waste containers for a weekly accumulation of normal waste. Every person in possession of any premises shall cause to be deposited in such waste containers all garbage and refuse produced in or on, or brought into or on, such premises as soon as practicable after same is produced or brought therein or thereon, except as otherwise provided in this chapter.
   B.   Type: Containers shall be as defined in section 6-3-1 of this chapter, and no other type of container shall be acceptable. Sunken garbage cans are prohibited. Filthy, leaking or defective receptacles shall be cleaned, repaired or replaced as directed by the director of public works or the health officer, or their representatives. All containers shall be disinfected with an effective antiseptic solution as often as is necessary to maintain them in a sanitary condition. Evidence of neglect of these requirements or unsafe containers shall be determined by the director of public works or the health officer, or their representatives.
   C.   Location:
      1.   It shall be the duty of every person in possession of any premises in the village to place waste containers at a location designated by the director of public works or his representative in order that the same may be conveniently and economically serviced.
      2.   In all cases when a waste container is placed on the rear of a lot for the purpose of having its contents removed, it shall be entirely within the lot line of the premises serviced. It shall be unlawful to place waste containers within an alley, street, parkway or walkway at homes serviced by alleys. (Ord. 2454, 9-23-1991)
   D.   Yard Waste:
      1.   "Yard waste" is trees or tree branches (not exceeding four inches in diameter), brush, plant stalks and shrubs cut up and bound into bundles of no more than four feet in length and fifty pounds in weight, which bundles shall be bound with biodegradable twine and shall have one universal solid waste tag affixed to each bundle. Yard waste is also grass clippings, leaves, twigs, weeds and all other materials of similar nature placed in biodegradable paper bags (up to thirty two gallons in capacity) as described in section 6-3-1 of this chapter affixed with one universal solid waste tag. It shall be unlawful for any person to mix yard waste with other garbage and refuse.
      2.   For nonalley collections, properly packaged yard waste will be picked up "curbside", as defined in section 6-3-1 of this chapter. Materials placed for such collection shall not be put out prior to six o'clock P.M. on Monday (the day before yard waste collection) and will be picked up on Tuesday. For alley collection, properly packaged yard waste shall be placed for collection next to the regular garbage collection point. It shall be unlawful to place yard waste within the street, alley or walkway.
      3.   Christmas trees and wreaths shall be placed curbside for collection on Tuesdays through the end of January by the village's contractor.
   E.   Recyclables: Recyclables shall be placed in the recycling container issued by the village and placed at the "top of the drive" location as defined in section 6-3-1 of this chapter and collected at the same time as refuse collection. (Ord. 3161, 6-12-2006)
   F.   Filing Of Liens: The village is hereby authorized pursuant to 65 Illinois Compiled Statutes 5/11-20-13, to remove garbage or refuse (including yard refuse) from private property in the event the owner of said property, or from public property in the event the owner of the garbage or refuse (including yard refuse) after reasonable notice, refuses or neglects to remove such garbage or refuse (including yard refuse) and to collect from such owner the reasonable cost thereof, which cost and expense are a lien upon the property affected or upon the property of the owner of the garbage or refuse (including yard refuse) as the case may be; provided, that notice of lien is filed as provided in said 65 Illinois Compiled Statutes 5/11-20-13.
