6-3-1: DEFINITIONS:
The following definitions shall apply in the interpretation and enforcement of this chapter:
   BUILDING MATERIALS: Shall refer to those articles which are commonly used in the construction, maintenance and rehabilitation of all structures.
   CURBSIDE: Shall refer to a collection point on the parkway immediately behind the curb.
   FAMILY UNIT: Same as definition of "family" contained in section 10-3-1 of this code.
   GARBAGE: Wastes resulting from the handling, preparation, cooking and consumption of food; wastes from the handling, storage and sale of produce.
   MULTI-FAMILY PROPERTY: A property consisting of one or more "multi-family structures".
   MULTI-FAMILY STRUCTURE: A building with more than three residential living units which is not included in the village of River Forest refuse, recyclables and yard waste collection and disposal service.
   OPTIONAL SPECIAL SERVICE: Shall consist of the weekly collection of unlimited quantities of refuse and up to one can of building materials, as well as yard waste and recyclables.
   OWNERS: Any persons, corporation, partnership, or entity such as a condominium or homeowners' association, jointly or severally having an ownership interest in a multi-family property or otherwise being responsible for solid waste collection.
   RECYCLABLES: Shall include materials which would otherwise be abandoned or discarded but which can be utilized in the secondary material market.
   RECYCLING: The process by which materials that would otherwise be disposed of or discarded are collected, separated or processed and returned to the economic mainstream in the form of raw materials or products.
   REFUSE: Combustible trash, including paper cartons, boxes and excelsior; noncombustible trash, including metals, tin cans, dirt, glass, crockery, other mineral waste; street rubbish, including street sweepings and contents of litter receptacles; but refuse does not include solid wastes from industrial processes and manufacturing operations. One covered container with a maximum capacity of thirty three gallons and maximum weight of fifty pounds of building materials (not including earth or stone, concrete, bricks or lumber over three feet in length) per residence per week shall also constitute refuse for subscribers of optional special service.
   SOURCE SEPARATION: A process that separates recyclable material from other refuse prior to collection for the purpose of recycling such materials.
   STANDARD BASE SERVICE: Shall consist of the weekly collection of up to two containers of refuse or building materials when placed in a suitable waste container not weighing greater than fifty pounds when loaded. Additional refuse or building materials shall be collected only when a universal solid waste tag (sticker) is affixed to each additional container to be collected each week.
   TOP OF THE DRIVE: Shall refer to a collection point for recyclables on or immediately adjacent to the driveway near the front building line of the residence. Such collection point shall be clearly visible from the street.
   UNIVERSAL SOLID WASTE TAG: Shall refer to a multipurpose sticker to be used for the disposal of additional containers of refuse, bags of yard waste, bundles of brush, and bulk/large/oversized items.
   WASTE CONTAINER: A can of galvanized iron, noncorrodible metal, or plastic, with a tightfitting lid, rodentproof and flyproof, durable and leakproof, of the type commonly sold as a garbage can, of a suitable gauge and construction to ensure durability, with suitable handles on the can and lid, and of a capacity of not less than ten gallons and not more than thirty three gallons, or for yard waste a biodegradable paper bag (thirty two gallon) with a universal solid waste tag affixed to each.
   WASTE DISPOSAL CONTRACTOR: The contractor with whom the village has contracted for the removal of garbage, refuse, recyclables and yard waste from all residential premises of not more than three family units in the village using the village's waste disposal services.
   WASTE DISPOSAL FIRM: Any person engaged in the removal of solid waste, compostable material and/or recyclable material from any location within the village not covered by either an exclusive collection contract between the village and a contracted hauler, or a franchise agreement between the village and a franchised hauler.
   YARD REFUSE: Also referred to as yard waste, shall include all accumulations of grass or shrubbery cuttings, leaves, tree limbs and other material accumulated as the result of the care of lawns, shrubbery, vines and trees, and other items listed in subsection 6-3-6D of this chapter.
