A. All matters relating to or affecting the accumulation, collection, removal or disposal of garbage, refuse and ashes, unless specifically otherwise assigned by the administrative discretion of the director of public works, shall be subject to and under the supervision of the director of public works.
B. For the purpose of fulfilling the requirements of this chapter, the director of public works is hereby authorized and directed to cause all "garbage", "refuse" and ashes, as defined in section 6-3-1 of this chapter, to be collected regularly and systematically at least once each seven days throughout the village, except as otherwise provided in this chapter.
