6-3-3: COLLECTION AND DISPOSAL BY PRIVATE INDIVIDUALS:
   A.   Removal And Disposal By Other Than Contractor Or Licensed Firm: No garbage shall be burned, dumped or buried within the Village limits, except upon written permit of the Director of Public Works and the Health Officer and as they may direct in conformity with recognized sanitation practices. In all cases in which garbage, refuse and ashes are removed and disposed of by persons other than the waste disposal contractor or a licensed waste disposal firm, it shall be done under the direct supervision of the Director of Public Works or the Health Officer of the Village, or their representatives.    B.   Ragpickers And Collectors: No person unless licensed, shall be permitted to get, collect or remove from any street, alley or other public place in the Village any "garbage", "refuse", manure or miscellaneous waste, as defined in Section 6-3-1 of this Chapter, which shall also include, without limitation, waste paper, rags, cardboard, metal, brass and any similar refuse or recyclables or to interfere with or disturb any of the receptacles for garbage, recyclables or other refuse provided for by this Chapter, or to remove therefrom any of the contents thereof.
