It shall be the duty of the Health Officer during the time of any serious epidemic of any of the contagious diseases enumerated in Section 6-2-1 hereof to close any and all churches, schools, theaters, halls and other places in which public meetings are held and prevent the holding of assemblies therein during the time of such epidemic, if in his judgment such action shall be necessary to prevent the spreading of such disease.
