§ 31.04 ASSISTANT CITY MANAGER.
   (A)   Position created. The office of Assistant City Manager is hereby created and established.
   (B)   Bond. The Assistant City Manager shall, before entering upon the duties of his or her office, execute a bond to the city, conditioned upon the faithful performance of his or her duties, in an amount to be fixed from time to time by resolution of the City Council.
   (C)   Compensation. The Assistant City Manager shall receive as compensation such salary as the City Council from time to time fixed by resolution or through an employment agreement. Additional compensation may be provided to the Assistant City Manager as determined by his or her employment agreement.
   (D)   Powers and duties. The Assistant City Manager shall perform all duties of his or her office pursuant to state law, the ordinances of the city, and such other duties not in conflict therewith as may be required by the City Manager and City Council. In addition, the Assistant City Manager shall have the duty and power:
      (1)   To provide assistance and support to the City Manager, develop programs, policies and plans related to all facets of city government in coordination with the City Manager.
      (2)   To assist with the coordination of the annual budget process.
      (3)   To recommend, implement and administer internal department policies and procedures.
      (4)   To ensure city policies, procedures, and rules are followed.
      (5)   To assist the City Manager in developing recommendations on a wide variety of municipal programs and issues.
      (6)   To prepare reports and correspondence for the City Council or outside agencies as required.
      (7)   To attend City Council meetings as requested by the City Manager.
      (8)   To represent the City Manager at various meetings or other functions in his or her absence at the City Manager’s discretion.
      (9)   To act in the absence of the City Manager as set forth in § 31.04(E).
   (E)   Absence of City Manager. The Assistant City Manager shall perform all duties of the City Manager, enumerated in § 31.03 of this Code, in the event the City Manager separates from employment with the city or is otherwise unable to perform his or her duties.
   (F)   Appointment; removal. The City Manager shall appoint the Assistant City Manager. The Assistant City Manager serves at the pleasure of the City Manager and can be removed from office according to the terms and conditions as set forth in his or her employment agreement.
