(A) Purpose. Since the sewer rate is based on the customer's water usage, every customer must pay according to their metered water usage. This policy shall serve all customers equally and fairly in order to maintain a low rate and distribute the burden of the rate without any individual customer having to subsidize another customer's liability.
(B) Exclusions. Sewer adjustments will not be allowed for watering gardens, tobacco, and lawns, or for filling pools and water beds.
(C) Inclusions. Sewer adjustments will be allowed for water leaks in a customer's service line. A SERVICE LINE is that line which extends from the
water meter to the point where the line enters the customer's residence. At the point where the service enters the residence, it is the customer's responsibility to install a cutoff valve.
(D) Metering fire hydrants. The practice of the Utilities Water Department installing water meteringequipment on fire hydrants to water gardens, tobacco, and lawns, or for filling pools and waterbeds is not an acceptable practice, since this service is not cost effective.
