(A) It shall be unlawful for any owner or lessee of any lot or parcel of land within the city to place, deposit or permit to be deposited any human excrement, garbage or any other organic wastes upon the premises in such a way or place that the same is exposed to flies, rodents, small domestic animals or that will endanger a water supply.

(B) It shall be unlawful for any person to empty soapy water, or the contents of any cesspool or grease trap into the gutters or drains of the streets of the city.
