§ 52.04 CONNECTION AT “Y” BRANCH.
   (A)   All improvements to the wastewater service systems shall be constructed in accordance with specifications adopted by the Rising Sun Municipal Utility Service Board.
   (B)   If no “Y” branch was left in the city sewer for the building sewer and the city sewer is not more than 12 inches in diameter, a “Y” branch shall be installed in the city sewer at the desired location by the owner of the building sewer. Where the city sewer is more than 12 inches in diameter and where no “Y” branch was left for the building sewer, a hole may be cut in the city sewer large enough to receive the end of the building sewer and the connection made so the building sewer enters the city sewer at an angle of about 45 degrees; a 45-degree ell may be used to make this connection.
   (C)   In no case shall the spigot end extend past the inside surface of the city sewer.
   (D)   The person securing the permit shall notify the Sewage Utility Manager of the city when the work will be completed and ready for inspection.
      (1)   No backfill shall be placed over any connection made with the city sewer until it has been inspected and approved by the above-named officer or that officer's authorized representative.
      (2)   The officer shall make the inspection within 30 hours after receiving notice that the connection is made and ready for inspection.
      (3)   During the construction of all sewer system works, including private sewers that directly or indirectly connect to the public system, the city shall have access thereto for inspection purposes and, if considered advisable by the Superintendent, may require an inspector on the job continuously.
      (4)   If the work is not approved, it shall be repaired or removed and reconstructed, whichever is directed by the Superintendent.
      (5)   All costs of inspection and testing shall be borne by the contractor, builder or owner.
