(A) There is hereby created upon the books and records of the city, a new and separate fund to be known as the Economic Development Fund.
(B) The riverboat appropriation shall be transferred by check into the Economic Development Fund and shall hereinafter be known as the Economic Development Fund.
(C) The balance of funds remaining at the end of each year shall not revert but shall remain in the Economic Development Fund.
(D) In the event of the disbanding or dissolving of the Economic Development Commission the balance of funds remaining shall revert back to the City Riverboat Fund.
