(A) It shall be the duty of the Clerk-Treasurer:
(1) To preserve and distribute this code of ordinances;
(2) To make this code of ordinances available at every meeting of the City Council;
(3) To take care of and control this code of ordinances in the manner of a public record for all purposes;
(4) To insert all new ordinances, amendments and deletions on an annual basis; and
(5) To make any payments due and owing for the preparation of the same. (Ord. 1990-, passed 5-1-90)
(B) The Clerk-Treasurer shall be the clerk of the City Council and shall perform the duties prescribed by I.C. 36-4-6-9 and others as the Council may direct.

(C) (1) The Clerk-Treasurer is hereby authorized and directed to manage the funds of the Economic Development Corporation (“EDC”), to establish a separate accounting system for the funds of the EDC, and to establish an accounting system for the expenditure of the funds of the EDC.
(2) Each expenditure of funds must be supported by a fully itemized invoice or bill with documentation in a form acceptable to the Clerk- Treasurer. The required documentation for a loan disbursement includes, at a minimum:
(a) Minutes evidencing approval of the loans for which funds of the EDC are being disbursed;
(b) An executed promissory note;
(c) A mortgage, if any;
(d) An executed personal guaranty(ees), if any; and
(e) Any other applicable loan documents.
The required documentation for an expense of the EDC includes, at a minimum, (a) an invoice; or (b) a receipt of payment that has been made.
(3) EDC shall be responsible for recording and perfecting all mortgages, UCC filings, and other loan documents.
