(a) An application for the license required by Section 818.02 shall be made in conformity with the general license application requirements of Chapter 802. The applicant shall specify the location of the building, structure, premises, enclosure or other place where he or she proposes to conduct the business of secondhand dealer. If his or her business will include smelting precious metals, the application shall also identify the facilities and ventilation equipment to be utilized for such smelting operations.
(b) Every such application shall be approved by the Chief of Police, and by the Fire Chief if precious metal smelting will be conducted on the licensed premises, before the license is issued.
