No person shall operate as a secondhand dealer or engage in the business of keeping or conducting a store for the purpose of buying, selling or otherwise transferring for value secondhand property, without first having obtained a license therefore from the Village on a form prepared by the Village. Persons who are currently engaged in the business of keeping or conducting a store for the purpose of buying, selling or otherwise transferring for value secondhand property in the Village as of the effective date of this chapter, and who have a current business license from the Village, shall be required to obtain a license from the Village and fully comply with the requirements of this chapter by January 1, 2013.
