(a) If the charges for garbage and rubbish collection and disposal services are not paid within sixty days after the bill for such services is sent out, the services may be discontinued without further notice and, if discontinued, shall not be reinstated until all claims are settled. Such delinquency shall also subject the delinquent party to the provisions of Section 1044.05(a).
(b) In the event a customer notifies the Water Department at least five days in advance that the customer will be away from a premises for a period in excess of thirty consecutive days, no charge shall be made for such extended absence period.
