(a) All single-family detached dwellings in the Village, and those single-family attached dwellings in the Village which do not receive garbage or rubbish disposal through a homeowners' association or similar entity, shall pay a charge for garbage and rubbish collection and disposal as may be established from time to time by ordinance adopted by the President and the Board of Trustees.
(b) For purposes of this section, "senior citizen" means any person sixty-five years of age or older.
(c) Upon proof of age, any senior citizen shall receive a discount for garbage and rubbish collection services, in amounts as may be established from time to time by the Board of Trustees.
(d) The following rates are established and charged
