No person shall:
(a) Deposit, permit to be deposited or cause to be deposited upon any public way or upon the property of another, any yard wastes. This provision shall not prohibit the setting out of yard wastes in approved containers, separated from other solid waste, upon the parkway or driveway for pick-up by a resident's yard waste hauler.
(b) Place for collection any trash or garbage from which yard wastes have not been separated.
(c) Conceal in or mix yard wastes with any trash or garbage which has been or is to be placed for collection.
(d) Store, for a period longer than ten days, yard waste upon a person's own premises, except when such storage is undertaken as part of a resident's composting operation. Nothing herein shall prohibit the leaving of cuttings upon a person's own land for mulching purposes.
(e) Charge a fee or require payment to accept the yard wastes of another for a resident's composting operation.
(f) Fail to maintain a resident's composting operation by appropriate turning, wetting and aerating in accordance with the recommendations of the Illinois Department of Energy and Natural Resources Pamphlet #(ILENR)/RR-P9/03, as amended.
