(a) The owner, agent or occupant of every dwelling place or business place shall place refuse containers, as provided in this chapter, at a proper pick-up area for collection on those days designated by the Village for such collection. No such container shall be placed in its proper pick-up area earlier than 6:00 p.m. of the day previous to that designated for collection. Plastic bags shall not be placed in the proper pick-up area earlier than 6:00 a.m. of the day designated for collection. Such container shall be kept in an inconspicuous and inoffensive location between collection days. Plastic bags containing household garbage shall be kept, pending pick-up, inside an enclosed structure.
(b) No person shall leave an empty container on a public right of way later than 12:00 midnight on the pick-up day, or place or permit to be left upon the roadway any such container or bundle of refuse at any time.
