(a) The Board of Trustees is hereby authorized to make rules and regulations consistent with this chapter for connections to the waterworks and sewerage system, specifying the types and sizes of pipes and all the other appurtenances and extensions thereto, and to amend the same from time to time as may be deemed necessary. All service pipes and connections to such system shall comply with such rules and regulations. Any person not complying with such rules and regulations shall be subject to the penalty provided in Section 1042.99.

(b) Any person not complying with the specifications and rules for the operation of water main valves on the water distribution system is subject to the penalty provided in Section 1042.99 as well as a suit for recovery of damages occasioned by the improper opening or closing of a water main valve and/or fire hydrant of the water distribution system. The Village or others damaged thereby may recover such damages in any court of competent jurisdiction.
