(a) Required. No person shall operate a taxicab in the Village unless the taxicab has been licensed under a certificate of public convenience and necessity as provided in this chapter. However, a taxicab not so licensed may enter the Village for the purpose of discharging a passenger therein upon the immediate request of such passenger.

(b) Applications. An application for such certificate shall be made in writing, signed by the applicant and sworn before the Village Clerk or another officer authorized to administer oaths, and shall set forth the following information pertaining to the prospective licensee:
(1) The name and address of the applicant. If the applicant is a corporation, the name and address of the chief executive official of the corporation is required, and if the applicant is a firm or association, the names and addresses of all shareholders or partners are required.
(2) Identification data of all vehicles which the applicant proposes to operate as taxicabs;
(3) Whether or not there are any liens, mortgages or encumbrances on such taxicabs and, if so, the amount and character thereof;
(4) The applicant's statement as to where and for what period of time he or she has previously engaged in the taxicab business;
(5) A schedule of all rates of fare which the applicant proposes to charge for the hire of taxicabs; and
(6) Such other information as the Village may require.

(c) Fee. The fee for licensing taxicabs under a certificate of public convenience and necessity is as set forth in Section 802.09(b)(11).

(d) Issuance; Expiration; Renewal. The Village Manager shall issue a certificate of public convenience and necessity for the operation of taxicabs only upon payment of the fee required in subsection (c) hereof and when the required insurance policy or evidence thereof has been deposited, as required in Section 872.03. Such certificate shall set forth all of the information on the application therefor.
Certificates of public convenience and necessity shall expire on April 30 of each year, but any such certificate shall be automatically renewed upon payment of the annual fee, provided that the Manager determines that the certificate is valid and in force in accordance with this chapter before such fee is accepted by the Village Collector.

(e) Amendments.
(1) The Manager may alter, by endorsement on a certificate of public convenience and necessity, the identification data of licensed vehicles at any time upon written request of the licensee, provided that the number of vehicles licensed under one certificate is thereby neither increased or decreased. In the case of the addition or deletion of names of drivers licensed under the certificate, each new name shall be followed in the endorsement by the identification data for the new licensed driver. Identification cards for new licensed drivers shall be furnished as provided in this chapter, and identification cards for drivers deleted shall be returned to the Manager by the licensee.
(2) Any other amendment of a certificate of public convenience and necessity may be only by written application for an amended certificate, made by the licensee to the Manager. An additional fee therefor of two dollars ($2.00) shall be payable by the licensee to the Collector, before endorsement of the amendment is made on the certificate.

(f) Transfer. No certificate of public convenience and necessity may be sold, assigned, mortgaged or otherwise transferred or encumbered by the holder of the certificate.

(g) Suspension and Revocation. The Board of Trustees may at any time, by resolution, suspend or revoke, after notice and hearing, any certificate of public convenience and necessity for any conduct by the licensee or any driver licensed under the certificate which is prejudicial to the public safety, welfare, morals or good order of the community, or for repeated violations of any of the provisions of this chapter.
