860.02 LICENSES.
   (a)   Required. No person shall hawk or peddle any commodity in the Village without first obtaining a license therefor, as provided in this section.

   (b)   Application. Every person who desires such a license shall make an application to the Village Clerk, in writing, which shall conform to the general application requirements of Chapter 802 and which shall state whether the applicant desires to be licensed to peddle or hawk from a vehicle or from a pack, basket or other like receptacle carried by himself or herself. Such application shall also state what commodity or article of merchandise such peddler or hawker desires and intends to deal.

   (c)   Fees. The Village Manager shall grant the license, to be issued and attested by the Clerk, to any person who complies with subsection (b) hereof and who pays, to the Village treasury, the fees set forth in Section 802.09 (b)(9). Such fees do not authorize the use of more than one pack, basket, receptacle, wagon or other vehicle thereunder.

   (d)   Exhibition. A person who hawks or peddles in the Village shall, upon the demand of any officer of the Village, forthwith produce his or her license for the inspection of the person so demanding the same.

   (e)   Transferability. Hawker's and peddler's licenses are not transferable.

   (f)   Compliance with Application. No hawker or peddler shall sell, or offer for sale, barter or exchange, any kind of goods, wares or merchandise other than that specified in his or her license application.

   (g)   Revocation. Any hawker's or peddler's license may be revoked by the Manager upon proof of the licensee's violating any of the provisions of this chapter or any other ordinance of the Village covering the subject matter embraced in this chapter.

   (h)   Records. The Clerk shall keep a record of the number of peddler's and hawker's licenses issued, the names and addresses of the persons to whom the licenses were issued and the amounts of fees paid to the Village Treasurer as shown by his or her receipts therefor, which receipts shall be kept on file by the Clerk.
