(a) No person shall make any use, for any purposes whatsoever, of any motor vehicle parked in a parking lot, unless the use is expressly authorized by the owner or person having control of such vehicle.
(b) A licensee under this chapter, however, may move a motor vehicle from a so-called receiving lot to another parking lot, if adequate signs, as provided for in Section 858.11(d), are properly erected and maintained at each entrance of such receiving lot. The licensee shall be liable to the owner of any motor vehicle so moved for any damage to such motor vehicle caused by such moving.
(c) All cars moved to auxiliary lots shall be returned to the original place of acceptance at the close of business hours.
