No licensee under this chapter shall make any charge for storing any motor vehicle in a parking lot in excess of that set forth in his or her application for the license, unless he or she has:
(a) Notified the Village Clerk in writing of the change; and
(b) Posted signs showing such change in the manner set forth in Section 858.11.
