No person shall provide a massage to another person as a masseur, employee or otherwise, on any premises for which a business license has been issued or is required under Section 846.02 unless duly licensed by the state under the Illinois Massage Licensing Act (ILCS Ch. 225, Act 57, § 1 et seq.) or qualifies for an exemption therefrom.
