(a) The grantee shall establish a cable television system with at least one distribution hub serving the Village. The distribution hub shall have the capability of connecting with any other hub, as provided in Section 814.24 for the transmission of video and audio signals.
(b) The grantee shall institute its basic subscriber service on what shall be known as Cable A. On Cable A, the grantee shall provide subscribers with a converter or other device by which means subscribers will be able to receive a minimum of fifty-four channels, between fifty-four and 400 megahertz. Such converter or other device shall be designed to permit closed-circuit and selected viewing to the deletion or addition of filters or tuning elements. Cable A shall also provide up to four reverse transmission channels, between five and thirty megahertz, to feed local programming to the Village hub.
(c) The grantee shall construct an institutional network on what shall be referred to as Cable B. Cable B shall be capable of delivering twenty-seven channels in a forward direction and transmitting, in reverse direction, twenty-seven channels for video or nonvideo uses on either an open or closed-circuit basis. Attachment A, which is attached to original Ordinance 593, passed July 12, 1982, lists the institutions on which Cable B will initially be available. The grantee shall provide the appropriate connectors and extend cable to an access point within each institution, but the users of the cable will provide their own terminal equipment.
(d) Assuming demand in excess of what can reasonably be accommodated on Cables A and/or B, the grantee shall provide, at a time and upon terms to be mutually agreed upon by the grantee, and the Board of Trustees, an additional subscriber service cable to be designated Cable C and/or an additional institutional service cable to be designated Cable D.
