(a) Generally. No person shall knowingly violate any rule or regulation promulgated for the regulation of the activities and use of park and recreation areas, or violate any law of the State or ordinance of the Village.
(b) Swimming. No person shall:
(1) Swim, bathe or wade in any water or waterway in or adjacent to a park, except in water or waterways designated by the Parks and Recreation Commission and in accordance with this chapter. The Commission may promulgate additional rules as may be appropriate.
(2) Frequent any water or place where swimming, bathing or wading is permitted, except during those hours which the Commission has established for such activity; or
(3) Change into bathing clothes from street clothes or from bathing clothes into street clothes, except in a bath house or in any other structure designated for such use.
The Commission shall not designate any water or waterway for swimming, bathing or wading where such use of the water would be dangerous to the public health, safety and welfare.
(c) Boating.
(1) No person shall bring into or operate, upon any park waters, any boat except at a place designated by the Commission for boating activities.
(2) Boating shall be carried on in accordance with this chapter and other regulations of the Commission, including, but not limited to, the following:
A. Boating is permitted from sunrise until sunset.
B. No motor boats are permitted on the lake.
C. Launching of boats may take place at designated public areas only. Trailer launching is prohibited.
D. Homeowners or residents may launch boats from their own property.
E. Boaters under the age of 13 must be accompanied by an adult. A sufficient number of life preservers must be on board and available for all persons riding in the boat. Each person in a boat, who is 12 years of age or under, must wear a personal flotation device.
F. The owner or non-owner adult in charge of the boat shall ensure that all persons 12 years of age or under are wearing a life preserver or similar personal flotation device.
G. Islands shall not be used by any person for any purpose.
(d) Fishing.
(1) No person shall engage in fishing for profit in park waters or buy or sell fish caught in park waters.
(2) Fishing shall be carried on in accordance with this chapter and other regulations of the Commission, including, but not limited to, the following:
A. Fishing is permitted only in the designated areas of Klawitter Park and Burnside's Lake George Addition, Lot 46, on Lake George, and within Helen Jones Park, and only from sunrise to sunset.
B. Residents or homeowners living on or abutting the lake shore (Lake George) may fish from their own properties.
C. All persons fishing who are between the ages of 16 and 65 shall first obtain a fishing license issued by the State.
D. The laws governing fishing in the State shall apply.
E. Ice fishing is prohibited.
(e) Weapons, Explosives and Other Dangerous Substances or Devices. No person, except an authorized Village law enforcement officer or an authorized Village employee, shall bring onto park property, or have in his or her possession on park property, any gun, trapping device or any acid or caustic substance or flammable liquid or concealed carry weapon except fuel contained in the fuel tank of a motor vehicle, boat, lantern, camp stove or heater, containing not more than one gallon of liquid fuel in a closed metal container.
(f) Picnic Areas; Permits; Littering.
(1) The Commission shall designate those areas of a park where picnicking is permitted.
(2) Individual fireplaces and tables in picnic areas shall be available on a first-come-first-served basis, except that a group of 35 or more persons must obtain a permit, as provided for in Section 662.06, in advance for the use of picnic facilities. Any group that would like private use of the pavilion, bathrooms, open green space areas and fields must obtain a permit.
(3) All boxes, papers, cans, garbage and other similar refuse shall be deposited in a disposal receptacle where provided. If no trash receptacle is available, refuse and trash shall be carried away from the park area by the picnicker and properly disposed of elsewhere. A violation of this paragraph shall be deemed to be littering, and violators are subject to applicable laws and ordinances.
(g) Camping. No person shall camp in a park, except in an area that is designated for camping by the Commission. Camping is limited to tent camping, trailer camping or camping with other equipment designed specifically for camping.
(h) Fires. Under the recommendation of the Commission, the Village may have fires for special events.
(1) No person shall start or maintain an outdoor fire except in a designated picnic area. Fires shall be limited to cooking fires or fires in camp lanterns or heaters. Camp lanterns or heaters shall consist of self-maintain lanterns or heaters that use propane or other acceptable accelerant. No open bonfires may be utilized without written consent from the Parks and Recreation Director and the Fire Chief or their designee.
(2) Cooking fires shall be started and maintained only in a stove, fireplace, barbecue pit or in a portable camp stove, and then only in designated picnic areas. Fuels used in cooking fires shall not produce any noxious fumes or smoke.
(3) No person starting or maintaining a fire shall leave the area where the fire is located without first completely extinguishing the fire. The renter shall be responsible for all costs incurred by the Village in the event the Fire Department is required to extinguish a fire.
(i) Animals.
(1) No person shall:
A. Ride a horse, mule, donkey or pony, except as may be authorized by the Commission on designated trails or paths or parks;
B. Allow domestic animals to run loose. Such animals shall at all times be restrained or kept on a leash.
C. Knowingly abandon any animal; or
D. Knowingly abuse, maim, mistreat or kill wildlife indigenous to the area.
(2) The prohibitions of paragraph (i)(1) hereof do not apply to:
A. Horses or dogs employed by a law enforcement officer in the performance of his or her duties;
B. Seeing-eye dogs used by a visually handicapped person, provided that the dog is at all times kept under control; or
C. Routine Village maintenance procedures or special situations under the direction of the Village.
(j) Games. No person shall take part in or abet the playing of any game involving a thrown or otherwise propelled object, such as a ball, stone, arrow, javelin, kite or model airplane, except in an area set apart for such forms of recreation. The playing of organized games such as football, baseball and the like is prohibited, except on fields, courts or areas designated for such use.
(1) Tournaments, leagues and other organized recreational activities. No person may utilize any Village property including without limitation special facilities such as outdoor tennis and baseball facilities, for tournaments, lessons, leagues or other organized group recreational activities and outings unless a permit allowing such use or activity has first been obtained from the Village.
(2) Interference with other users. No person shall unreasonably disturb or interfere on Village property designated for a particular game, sport, rental or amusement under the authority of a permit. No person shall engage in any activity on Village property in a manner calculated or likely to endanger, injure or damage persons or property in any way.

(k) Alcoholic Beverages and Illegal Drugs.
(1) No person shall bring into a park, or consume or sell therein, any alcoholic beverage, except that:
A. Alcoholic beverages, as defined in Section 662.02, may be consumed at family or group picnics or functions, provided that a permit for such consumption is obtained from the Local Liquor Control Commissioner. The Parks and Recreation Commission may require that one or more law enforcement officers be present at such picnics or functions. The expense of the provision of such officers shall be paid by the group having the picnic or function.
B. Alcoholic beverages may be consumed at Village functions, provided that a permit for such consumption is obtained from the Local Liquor Control Commissioner.
(2) No person shall bring into a park, or consume or sell therein, any illegal drug, or any legal drug (cannabis) where public consumption is prohibited.
(3) No person under the influence of drugs or alcohol shall enter, be or remain in any park. Any such person who is found in a park shall be either arrested or ejected from the park.
(l) Gambling. No gambling allowed on Village property.
(m) Soliciting. No person shall solicit contributions in a park for any purpose, except as otherwise designated by the Parks and Recreation Commission.
(n) Noise. Except as otherwise designated by the Commission, no person having the control of any device producing amplified sound shall operate, or permit to be operated, such device in a park so that the sound produced exceeds 105 decibels at a point 50 in front of the center point of the distance between the loudspeaker installations.
(o) Merchandising, Advertising and Signs. No person in a park shall:
(1) Expose, sell, display or offer for sale or hire, any article, thing or service, unless a permit therefor is obtained from the Village and the permittee abides by all rules and regulations promulgated by the Commission; or
(2) Paste, glue, tack or otherwise place any sign, placard, advertisement or inscription in a park, or erect or cause to be erected any sign on any public land, highway or road adjacent to a park, unless such placement or erection is done pursuant to regulations promulgated by the Commission.
