If a dealer in any of the motor vehicles mentioned in this chapter makes an application to the Village Clerk and states therein under oath that he or she is a dealer in the same with a salesroom in the Village, the President of the Board of Trustees shall issue to such dealer, upon payment of the applicable fee set forth in Section 426.03(a), a distinctive registration decal or metal plate. Under authority of such decal or plate the dealer may test or demonstrate different successive cars during the year.
