(a) The license fees to be paid to the Village under this chapter are as follows:

(b) Expiration and Late Fees. All Village motor vehicles license decals or plates expire on May 31 of each year. In addition to any penalty prescribed for a violation of any of the provisions of this chapter, and in addition to the payment of the fees herein prescribed, any person, firm, or entity that fails to obtain a required Village motor vehicle license decal or metal plate by May 31 of each year shall pay a late charge in the amount of twenty-five dollars ($25.00) before June 30 of each year, and fifty dollars ($50.00) after June 30 of each year, until such person purchases a Village license decal or plate as provided herein. The maximum late charge to be paid in any fiscal year is fifty dollars ($50.00). Notwithstanding anything to the contrary contained herein, there shall be a grace period of five business days following May 31 of each year during which period no late charge shall be imposed upon the purchase of a Village license decal or plate as provided herein.
(c) Vehicles Acquired After December 1. The license fee to be paid for a vehicle purchased or lawfully acquired after December 1 in any current year shall be one-half of the annual license fee provided in this section. An applicant for a reduced fee license under this subsection, in addition to the application provided in Section 426.02, furnish an affidavit, in a form satisfactory to the Village Clerk or the Village Collector, stating that the vehicle for which the decal or plate is applied for was purchased or otherwise obtained by the applicant on or after December 1 of the current year. The applicant shall also exhibit to the Clerk or Collector the bill of sale, or other evidence of sale, for the vehicle.
(d) New Residents. All persons who are new residents of the Village shall obtain and display Village motor vehicle license decals or plates on their motor vehicles within 30 days after the date on which they occupy their new residence in the Village. The license fee to be paid by new residents of the Village that occupy their new residences after December 1 in any current year shall be one-half of the annual license fee provided in this section.
