264.04 APPOINTMENT AND REMOVAL OF MEMBERS; TERMS OF OFFICE.
   (a)   The members of the Fire and Police Commission shall be appointed by the President of the Board of Trustees by and with the consent of the Board.
   (b)   Each member shall serve a term of office of three years or until his or her successor is appointed and qualified, provided that no such appointments are made by any President of the Board of Trustees within thirty days before the expiration of his or her term of office and provided, further, that the President shall appoint the first members. One of such first members shall be appointed to serve until the end of the current Municipal year in which such appointment is made, another shall serve until the end of the Municipal year next ensuing and the third shall serve until the end of the Municipal year second next ensuing. Each of the first members shall serve until his or her successor is appointed and qualified.
   (c)   Members are subject to removal from office in the same manner as other officers of the Village.

   (d)   A vacancy in an unexpired term of office shall be filled in the same manner as the original appointment.
