If the Governor proclaims that an emergency or disaster exists, in the event of an actual enemy attack upon the United States, or the occurrence in the State of a major disaster resulting from enemy sabotage, other hostile action or a man-made or natural disaster, the Emergency Services and Disaster Agency shall cooperate fully with the State Emergency Services and Disaster Agency and with the Governor in the exercise of emergency powers as provided by law.
