(a) Generally. The President of the Board of Trustees shall be the Local Liquor Control Commissioner and shall be charged with the administration of Chapter 806 of the Business Regulation and Taxation Code and the appropriate provisions of the "Liquor Control Act" of the State, as amended. The Commissioner may appoint a person to assist him or her in his or her administrative duties.
(b) Temporary Absence. Should the President be unavailable to carry on his or her duties as Local Liquor Control Commissioner for a prolonged period of time, he or she shall notify the Board, who in turn shall appoint a person to carry on the duties of the Commissioner only during the absence of the President, with all the powers and duties conferred in Section 806.29 of the Business Regulation and Taxation Code. Should the Board not make such appointment, then the President Pro Tem, in addition to his or her other duties, shall temporarily act as Commissioner, with all of the powers and duties conferred in Section 806.29 of the Business Regulation and Taxation Code.
