806.29 POWERS AND DUTIES OF LOCAL LIQUOR COMMISSIONER.
   (a)   General Powers and Duties. The Commissioner shall have the following powers, functions and duties:
      (1)   To grant, or after a public hearing, to revoke or suspend, for cause, all liquor licenses issued to persons for premises in the Village, or, after a public hearing, to fine such persons for cause. Such cause shall include, but not be limited to, a licensee's failure to operate the licensed premises for a period of sixty consecutive days.
      (2)   To enter, or authorize any law enforcement officer to enter, at any time upon the premises licensed under this chapter to determine whether or not any of the provisions of this chapter, or of the "Liquor Control Act" of the State, as amended, or any of the rules or regulations adopted by the Illinois Liquor Control Commission, has been violated, and at other times to examine the premises of the licensee in connection therewith;
      (3)   To receive complaints from residents of the Village that any of the provisions of this chapter has been violated, and to act upon such complaints in the manner provided by law;
      (4)   To cause the receipt of all local license fees to be paid forthwith to the Village;
      (5)   To examine or cause to be examined, under oath, any applicant for a Village liquor license or for renewal thereof, or any licensee upon whom notice of revocation has been served, all as provided in the "Liquor Control Act" of the State, as amended;
      (6)   To levy a fine on the licensee for a violation of any of the provisions of this chapter or of State statutes applicable thereto; and
      (7)   To exercise all other powers, functions and duties granted to the Commissioner by the Illinois Revised Statutes and this chapter.

   (b)   List of Licensees and Annual Report. The Commissioner shall keep or cause to be kept a complete record and file of particulars of all licenses issued by him or her and shall prepare or cause to be prepared an annual report for the Board of Trustees by March 1 of each year.
   (c)   Establishment and Removal of Licenses. The Commissioner may recommend to the Board, upon a proper review, that a new liquor license should be established or that an existing license should be removed from availability. The Board, at a public meeting, shall review the recommendation of the Commissioner and determine whether or not a new license will be established or an old license removed. Should the Board approve the establishment of a new license by ordinance, the Commissioner may then issue such license to a qualified licensee.
