202.04 RULES OF CONSTRUCTION.
   (a)   In the construction of this Code and all other ordinances and resolutions of the Village, the rules and definitions set forth in this chapter shall be observed, unless such construction would be inconsistent with the manifest intent of the Board of Trustees. This chapter shall not be applied to any section of this Code which contains any express provision excluding such construction or where the subject matter or context of such section may be repugnant thereto.
   (b)   All general provisions, terms, phrases and expressions contained in this Code shall be liberally construed in order that the true intent and meaning of the Board may be fully carried out.
   (c)   In the interpretation and application of this Code, its provisions shall be held to be adopted for the promotion of the public health, safety, comfort, convenience and general welfare. Where any provision of this Code imposes a greater restriction upon the subject matter than another provision imposed by this Code, the provision imposing the greater restriction or regulation shall control, except as otherwise provided in Section 202.07.
