(a) The fees set forth in this section shall be charged for use of Lodge facilities. The fee will cover a rental of the facilities for a maximum of ten (10) consecutive hours, including set up and clean up time.

(b) Deposits set forth in 953.07
(h) shall accompany the permit application and shall be retained to cover additional cleaning charges or damages. The balance shall be refunded upon the approval of the Administrative Authority.
(c) All fees shall be paid to the City at the time the application is approved or is determined by the Administrative Authority. "Sanctioned organizations" who use the Lodge at a "no cost" fee shall be required to pay opening and closing costs.
(d) The organization or individual holding a permit may cancel the same by giving notice, in writing, to the Administrative Authority one month in advance of the date and time for which the permit is issued. If such advance notice is not given, the organization or individual to whom the permit is issued shall forfeit the deposit.

(3) Fees for additional openings and closings. Fees for openings and closings of the Lodge shall be twenty dollars ($20.00) for each opening or closing after the initial opening and closing.
(4) Fees for additional time exceeding the ten-hour maximum. An additional fee shall be paid for any time the Lodge facilities are used beyond the ten (10)-hour maximum rental time established in subsection (a) above as follows:
A. $25.00 per hour, or portion thereof, for use of the Kiwanis Hall;
B. $40.00 per hour, or portion thereof, for use of the Senior Hall; and
C. $50.00 per hour, or portion thereof, for use of both the Kiwanis Hall and the Senior Hall.

(f) The Senior Citizens Club of Richmond Heights shall be exempt from all fees. For services rendered in the construction of the Lodge addition, the American Legion Post 775 shall be exempt from fee charges for use of the basement and the Kiwanis Club shall be exempt from fee charges for use of the Kiwanis Hall and shall have priority use of such rooms.

(g) The following fees shall apply to "resident private engagements":
