(f) Departments of the City of Richmond Heights. Any individual resident of the City shall also be so eligible, subject to the approval of the Administrative Authority and subject to the conditions hereinafter provided in this chapter. A resident is one who lives in the City six months or longer, and is twenty-one years of age or older. For purposes of this chapter only, any business entity located in the City shall be eligible to use the Lodge for social and recreational or educational activity.
