Regulation of taxicabs, see G.S. § 160A-304
The purpose of this chapter is to license and regulate all taxicabs operated for hire in the town, in order to promote and protect the safety and welfare of persons who use hired transportation. These regulations shall apply to all persons operating taxicabs who pick up passengers within the town, but not to taxicabs who are only delivering passengers from a starting point outside the town or taxicabs passing through the town without picking up or delivering passengers.
For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
APPLICANT. A person, as defined herein, who has applied for a taxicab permit.
DRIVER PERMIT. A permit issued to allow a person to drive a taxicab.
HOLDER. A person who holds a current taxicab permit.
PERSON. Shall include both singular and plural, and shall mean any natural person, firm, corporation, partnership, association or any combination of the preceding or any other legal entity.
TAXICAB. Any motor vehicle seating not more than 15 passengers, operated for hire upon any street or highway within the town on call or on demand, accepting or soliciting passengers indiscriminately for hire between points along said streets or highways or between points within the town and outside the town, as may be directed by the passenger or passengers so being transported, but shall not include “motor carriers” as defined by G.S. § 62-3(17).
TAXICAB PERMIT. A taxicab permit requested or issued (as the context requires) pursuant to this chapter. Permits do not constitute franchises and are non-exclusive.
