The purpose of this chapter is to license and regulate all taxicabs operated for hire in the town, in order to promote and protect the safety and welfare of persons who use hired transportation. These regulations shall apply to all persons operating taxicabs who pick up passengers within the town, but not to taxicabs who are only delivering passengers from a starting point outside the town or taxicabs passing through the town without picking up or delivering passengers.
