The Director of Public Safety is empowered to enter and inspect at any time any theater, motion picture theater, public auditorium, assembly room or any place which is intended to become a theater, motion picture theater, public auditorium or assembly room.
No person shall interfere with the Director of Public Safety while in the performance of any inspection or fail to comply with any order of the Director issued pursuant to the terms of this chapter.

It shall be the duty of the Director of Public Safety to enforce the provisions of this chapter and the Director is empowered and directed to close any theater, motion picture theater, public auditorium and assembly room which is being operated in violation of any provision of this chapter. It shall be his duty to cause the arrest of any proprietor, manager, operator or other representative in control of any theater, motion picture theater, public auditorium and assembly room which is being operated in violation of any provision of this chapter.
The proprietor, or in his absence, the manager or other representative in control of any room or building to which the public is admitted and in which the exhibition of one or more pictures is given, shall be responsible for full compliance with the provisions of this chapter before and while it is open for business.
