§ 3.05 UTILITY CONNECTIONS.
   All connections with municipal utilities shall be made only after a permit has been granted by the city or the Public Utilities Commission pursuant to an application by the property owner or other person acting as his or her agent, and then only in strict accordance with the permit and under the supervision of the city or the Public Utilities Commission.
