§ 2.57 PLANNING COMMISSION.
   Subd. 1.   Establishment and Composition. A Planning Commission is hereby established composed of five members who shall be qualified electors of the city and who shall serve staggered three-year terms.
   Subd. 2.   Powers and Duties. The Planning Commission shall have all the powers and duties defined or granted in the statutes and the City Code relating to planning, zoning and subdivision regulation and shall act in an advisory capacity to the Council in all of such areas.
   Subd. 3.   Organization and Meetings. The Commission shall, at its first meeting in each calendar year, elect from among its members a Chairperson, a Vice-Chairperson, a Secretary and such other officers as it may determine. The Commission shall hold at least one regular meeting each month, shall keep minutes of its meetings and shall furnish a copy of the minutes to the Council as soon as reasonably possible after the date of the meeting.
