§ 2.56 AIRPORT COMMISSION.
   Subd. 1.   Establishment and Composition. An Airport Commission is hereby established, composed of five members who shall be qualified electors of the city and who shall serve staggered three-year terms.
   Subd. 2.   Powers and Duties. The Commission shall advise the Council in all matters dealing with the airport and its operation. It shall recommend an annual operating budget, report on the adequacy of facilities, recommend capital improvements and serve as a forum for others to express their views on subjects relating to the airport and its operation.
   Subd. 3.   Organization and Meetings.
      A.   The Commission shall, at its first meeting in each calendar year, elect from among its members a Chairperson, a Vice-Chairperson, a Secretary and such other officers as it may determine.
      B.   The Commission shall meet as needed, shall keep minutes of its meetings and shall furnish a copy of the minutes to the Council as soon as reasonably possible after the date of the meeting.
