A Department of Administration is hereby established. The head of this Department shall be the City Administrator. Budgeting, purchasing, supervision of department heads and all other areas of activity not otherwise detailed or specifically delegated to a Commission shall be under the Department of Administration. Enforcement of all codes and ordinances shall be the responsibility of the City Administrator under this Department unless otherwise specifically delegated to another official.
