A Department of Finance is hereby established. The head of this Department shall be the Director of Finance and Administrative Services. All financial records of the city shall be kept under the supervision and control of the Director of Finance and Administrative Services, including, but not limited to, accounts receivable and payable, payroll, payroll deductions, finance statements and billing. Any changes or revision in method of keeping financial records or financial controls shall be initiated only with the consent and under the supervision of the City Administrator.
