A Public Works Department is hereby established. The head of the Department shall be the City Administrator or his or her designee. The city streets, water, sanitary sewer, and central garage shall be under the direct supervision of the City Administrator or his or her designee. He or she shall have supervision of all labor and custody of all property used and maintained by this Department.
