It is a misdemeanor for any person operating or in charge of a railroad train, car, engine, locomotive or other railroad equipment, or combination thereof, to so operate, park or leave the same standing upon the railroad at its intersection with a street, so as to prevent unobstructed vehicular traffic on the street for a period longer than five minutes, or to so operate it at a speed greater than 15 mph.
