§ 4.03 FEES, CHARGES AND BOND REQUIREMENTS.
   Subd. 1.   Basic Fee.
      A.   The issuance of permits and the collection of fees shall be as authorized in M.S. § 326B.121, as amended from time to time. The City Council shall set, review, and amend the building permit fee schedule periodically by resolution. The Building Official shall issue a building permit only after the fee has been paid and the submitted plans, together with the application, comply with all requirements of this City Code, as may be amended from time to time. The fees are payable at the time of filing and are not refundable. Building permits are valid for a period of six months from the date of issuance.
      B.   In addition, a surcharge fee shall be collected on all permits issued for work governed by this Code in accordance with M.S. § 326B.148, as amended from time to time.
   Subd. 2.   Start Without Permit. Where work for which a permit is required is started or pursued prior to issuance of a permit, the fees shall be doubled, but the payment of the increased fee shall not relieve any persons from fully complying with the requirements of the law in the execution of the work, nor from any penalties prescribed herein.
   Subd. 3.   Plan Checking Fees. When the valuation of the proposed construction exceeds $1,000 and a plan is required to be submitted, a plan checking fee shall be paid at the time of submitting plans and specifications for checking.
   Subd. 4.   Violations and Penalties. A violation of the Code is a misdemeanor (M.S. § 326B.082 and 326B.083 as they may be amended from time to time).
