Every person conducting, managing or carrying on the business of buying, selling, or bartering secondhand goods, old rubber tires, rubber tubes, rubber hose, sacks, bottles, old iron, lead, brass, copper, or junk of any kind at a fixed place of business, shall pay a license fee based on the gross business of the past year, according to the schedule set forth in section 5.08.020 of this chapter.
