Licenses issued under the provisions of section 5.08.150 of this article when delinquent may not be renewed but shall be deemed new or initial and subject to the provisions of section 5.08.195 of this article; provided, that when the business activities within the city by the licensee have been continuous throughout the delinquency the license may be renewed by payment of the semiannual license tax and penalty.
