For every person, firm or corporation conducting, managing or carrying on the business of making, renovating, cleaning or recovering mattresses, or upholstering household furniture, or other articles of personal property, the license fee shall be based on the gross business of the last twelve (12) months at the proper rate specified in the schedule set forth in section 5.08.020 of this chapter.
